What does the quote mean?

These words come from Percy Bysshe Shelley’s famous lines of his poem The Masque of Anarchy. Written in 1819 after the Peterloo Massacre, the poem is often described as one of the earliest modern statements of nonviolent resistance.Through his profound words, Shelley is asking people to wake up from a kind of sleep of fear, hopelessness, or acceptance of injustice. “Lions” here means courage, dignity, and strength, not cruelty.
